Analisis Risiko Keselamatan Dan Kesehatan Kerja (K3) Pada Pekerja Industri Pengolahan Dan Ekspor Hasil Perikanan Menggunakan Metode Hazard Identification, Risk Assessment, And Risk Control (HIRARC)

The fishery processing and export industry is a key sector that contributes to the national economy, but it poses high occupational safety and health (OSH) risks due to the use of sharp equipment, manual handling of materials, exposure to low temperatures and chemicals, and forklift traffic. This study aims to identify hazards, assess risk levels, and develop control recommendations using the Hazard Identification, Risk Assessment, and Risk Control (HIRARC) method based on the AS/NZS 4360:2004 standard and the Hierarchy of Control principle. The study employed a descriptive observational approach with a case study design in the fisheries processing and export industry in Indonesia. Data were collected through field observations and workplace safety inspections, then analyzed based on the likelihood and severity of risks. The study identified 23 potential hazards, consisting of 10 health hazards and 13 safety hazards. In the health hazard category, eight high-risk and two moderate-risk hazards were identified, while in the safety hazard category, there was one extreme-risk, seven high-risk, and five moderate-risk hazards. The highest risk stemmed from the intersection of forklift lanes with pedestrian walkways, which has the potential to cause fatal accidents. In addition, non-compliance issues were identified, such as expired fire extinguishers, the absence of safety signs at intersections, obstructed access to fire extinguishers, and inadequate ergonomic working conditions. The HIRARC method has proven effective in prioritizing risks as the basis for developing control measures. Control measures should prioritize extreme and high risks through engineering controls, administrative controls, routine inspections, and strengthening the occupational safety and health (OSH) culture to create a safer, healthier, and more productive work environment.
