Abstract

People with disabilities continue to face challenges in accessing primary healthcare due to mobility and transportation barriers, which reduce healthcare visits and increase the risk of unmet basic health needs. This study aims to describe the implementation of the inclusive transport service for people with disabilities (Trans Limo Sehat/TRALIS Difabel) as a quality improvement initiative at UPTD Puskesmas Limo, Depok City. The project used the Plan-Do-Check-Act (PDCA) cycle, in which problems were identified through field observations, focus group discussions, document analysis, and policy review, while the intervention provided pick-up and drop-off services through digital registration and puskesmas ambulances, and evaluation data were drawn from registration records, operational observations, and user feedback. The results show that the TRALIS Difabel program improved access to healthcare for people with disabilities, serving about 24 individuals and their companions during the initial evaluation period; registration via Google Form, barcode, and WhatsApp increased access to information, the service expanded to 16 pick-up points including three Disability Posyandu (Posdifa), and user feedback was highly positive, with financing through the BLUD budget ensuring efficiency and sustainability. It is concluded that the TRALIS Difabel program effectively addressed mobility and financial barriers to accessing primary healthcare for people with disabilities and has potential as a replicable model for inclusive health services in Depok City and beyond.
