Analisis Kesiapan Rumah Sakit Dalam Implementasi Kelas Rawat Inap Standar (KRIS) Jaminan Kesehatan Nasional (JKN) Di RSUD H. Abdul Manap Kota

Abstract

The implementation of Standard Inpatient Class (Kelas Rawat Inap Standar or KRIS) is a policy under Indonesia’s National Health Insurance (Jaminan Kesehatan Nasional or JKN) program aimed at improving equity, quality, and standardization of inpatient services for all JKN participants. This study aimed to analyze the readiness of H. Abdul Manap Regional General Hospital in Jambi City to implement KRIS under the JKN program. A qualitative method with a descriptive design was employed. Data were collected through in-depth interviews, observations, and document reviews involving seven informants selected purposively based on their involvement and knowledge of KRIS implementation. Data were analyzed using Azrul Azwar’s systems approach, focusing on the input and process components. The findings showed that, in terms of input, human resources were generally adequate. However, technical training related to KRIS had not been provided comprehensively to healthcare workers. Limited funding also caused the fulfillment of facilities and infrastructure to be carried out gradually. As a result, the 12 KRIS criteria had not been fully met. Regarding the process component, the hospital had conducted planning through needs assessment and priority setting and had also carried out internal dissemination of the KRIS policy. However, implementation remained focused on preparation and facility improvement. Evaluation was still conducted internally and had not specifically measured readiness for KRIS implementation. Overall, H. Abdul Manap Regional General Hospital was not yet fully prepared to implement KRIS under JKN, particularly in terms of facilities and infrastructure, funding, technical training, and evaluation mechanisms.
