Analisis Implementasi Program Pencegahan Stunting dari Perspektif Manajemen Pelayanan Kesehatan Di Wilayah Kerja Puskesmas Manggeng Kabupaten Aceh Barat Daya

Abstract

Stunting remains a significant challenge in efforts to improve the nutritional status of the Indonesian population. Southwest Aceh Regency has identified the Manggeng Community Health Center as the health facility with the highest stunting prevalence in 2025, reaching 9.2% (Aceh Barat Daya District Health Office, 2025). This study aims to examine the implementation of stunting intervention programs through the lens of health service management, encompassing planning, organizing, implementation, and supervision, commonly known as POAC. A descriptive qualitative approach was employed in this study, using purposive sampling to select informants. The research subjects included the head of the health center, the nutrition program manager, coordinating midwives, health promotion officers, village heads, posyandu cadres, and mothers of toddlers. Data were collected through in-depth interviews, observation, and documentation. Data credibility was ensured through source triangulation and method triangulation applied during the analysis stage. The implementation of the planning function was realized through cross-sector coordination and periodic program development, as revealed by the research findings. Clear task distribution supported the organizing function, although obstacles persisted due to uneven cadre training and frequently delayed incentive payments. The program's implementation covered toddler growth monitoring, nutritional education, counseling, home visits, and nutritional interventions through Supplementary Feeding Programs and the Free Nutritious Meal Program. Community participation and consistency in carrying out nutritional interventions still require more optimal strengthening. Reporting delays in several villages persisted despite supervision being conducted through posyandu activities, home visits, and the Electronic Community-Based Nutrition Recording and Reporting application. The effectiveness of stunting prevention programs can be enhanced through strengthened cross-sector collaboration, improved cadre capacity, optimized nutritional interventions, and increased community participation
