Abstract

Occupational Health and Safety (OHS) is a fundamental pillar in the high-risk mining industry. Ensuring worker competence through mandatory safety training is a regulatory obligation under the Mining Safety Management System (SMKP). However, fluctuations in the number of training participants often lead to an imbalance in the workload of trainers, which can potentially reduce the quality of safety education. This study aims to evaluate the implementation of Training Need Analysis (TNA) and quantify the ideal requirement for safety trainers at PT Freeport Indonesia. The research design is descriptive quantitative. The research population includes all safety training programs under the Mining Safety Division. The sample taken consists of 21 mandatory training types within the Technical Support Division, with a total workload target of 10,872 training hours. The research variables include total training hours, classroom capacity, training frequency, and the effective working time of the trainers. Data collection was conducted through field observations and the recapitulation of the company's secondary ONA data. Data analysis utilizes mathematical calculations of the Full Time Equivalent (FTE) index. The results show that the mechanism for implementing TNA and training has normatively run systematically. However, the quantitative workload analysis reveals that the trainer's FTE index reaches 15.64. This figure indicates a significant workload excess (overload) within the safety training unit. It can be concluded that to complete the mandatory training targets within an optimal and safe six-month timeframe, a minimum availability of 16 trainers dedicated to the division is required.
