Health policy is an important part of public policy that plays a role in improving public health through the planning, implementation, and evaluation of health programs. In developing health policies, the involvement of various stakeholders such as the government, health workers, academics, community organizations, the private sector, and communities is essential for the resulting policies to be effective and on target. However, in its implementation, various challenges are still encountered, such as unequal access to health services, low community participation, conflicts of interest between actors, and government dominance in the decision-making process. These conditions can affect the quality and success of health policies in the community. Research objectives: to analyze health policy development and the role of stakeholders in supporting the creation of effective, inclusive, transparent, and sustainable health policies. Methods: This study uses a literature review method by collecting and analyzing various scientific articles related to health policy development and stakeholders. The literature search was conducted through the Google Scholar and PubMed databases using the keywords "Health Policy Development" and "Stakeholders". The articles used were published in 2022–2026 and were selected based on the suitability of the research topic. The data obtained were then analyzed descriptively to identify similarities, differences, and interrelationships between studies addressing the role of stakeholders in the health policy development process. Results: The study shows that the government remains the most dominant actor in the health policymaking process. However, the involvement of other stakeholders, such as health workers, academics, community organizations, the private sector, and communities, plays a crucial role in improving the effectiveness, quality, transparency, and success of health policy implementation. The collaborative governance approach is considered capable of strengthening cross-sectoral coordination and increasing the participation of various parties in the decision-making process. However, several obstacles remain in its implementation, such as sectoral egos, low transparency, limited public participation, conflicts of interest, and the suboptimal use of evidence-based policy in health policy formulation. Conclusion: Health policy development requires strong, transparent, and evidence-based cross-sectoral collaboration to ensure effective and sustainable implementation. The active involvement of all stakeholders is a crucial factor in creating inclusive, responsive, and equitable health policies that improve the quality of public health services.
